What is the Youth Test?
The Youth Test is a structured process that ensures public policies are assessed through the lens of young people before they are adopted.
It moves youth participation beyond consultation, embedding it directly into policy design, evaluation, and decision-making.
At its core, the Youth Test asks a simple but critical question:
How does this policy impact young people—today and in the future?
Young people are often the most affected by long-term policies—yet the least systematically included in how these policies are shaped.
The Youth Test helps to:
- Identify unintended consequences of policies on youth
- Strengthen policy effectiveness through real-world insights
- Bridge the gap between institutions and younger generations
In areas like housing, employment, financial literacy, and demographic change, the absence of youth input leads to policies that often miss their target.
A Youth Test typically includes:
- Targeted consultation with young people and youth organisations
- Structured feedback collection (surveys, workshops, focus groups)
- Impact assessment on different youth groups (university students, workers, vulnerable groups)
- Clear recommendations integrated into the policy process
It is not a one-off activity—it is a repeatable, scalable tool that can be applied across ministries, institutions, and organisations.
The national body that is responsible in Greece is the Hellenic National Youth Council. As an expert partner on the topic, Get Involved acts as the bridge organisation for spreading the word and co-organising related activities.
At Get Involved, we see the Youth Test as more than a process—it is a framework for informed participation.
